IMHO, PSE is an excellent balance of features vs. learning curve. One of the authors who writes about all things Photoshop commented that PSE 9 has more features than the full version did as little as 3-4 years ago, but less learning curve. Don't know the truth of that, but what I do know is that it's definitely the user, not the software that is the limiting factor when it comes to what I can do with it.
Highly recommended but I also recommend you get either or both:
Photoshop Elements, the missing manual if you want a tutorial style book
--or--
The Photoshop Elements Book for Digital Photographers by Kelby.
I particularly like Kelby's books because of his "if you want to do <this>, then here's how" approach. It's not a tutorial in using the software so much as a guide to how to use the software to do stuff with your images.
