It depends on whether you're talking about an effect or the inclusion of an actual cartoon created in a cartooning program. I did the latter, using a free program called CreaToon.

Thank you Barbara....your CreaToon was the one I was thinking of, but that turns out isn't what I want to do...I would like to take a picture and make it look like a comic book......any help with this one....Thanks

Though I've never tried it, I have a friend who does it with Photoshop Elements, so I know it can be done. The problem is that I've never asked him how he does it. I assume he uses posterization, but beyond that, I don't know. Someone around here must have a clue.

You might also snoop around on the panosfx site http://www.panosfx.com -- seems
to me I saw a cartoon effect on there that may have been free (lots of good stuff
there including a free puzzle action also).

Good feeling here.....I have Elements 5.o and I just found the cartoon effect . It's under 'Filters', then "sumi". Not quite the same as The Dom had but a good effect. Don I just uploaded the show I did with the cartoon effect. It's a bit over one minute;http://www.photodex.com/sharing/viewshow.html?fl=2887804&alb=0

Kodak Easy Share software has a cartoon effect in their edit section under fun effects. I believe you can downlad the software for free.

It's interesting how all the effects in the world can't compete with photos put together in proper order and treated consistently. I really enjoyed this little show, but I do want to know if she ever got that pesky fly.

Found this a while ago but never have tried it. It is more like a pop art look. Thought I would pass it on. http://www.melissaclifton.com/tutorial-popart.html

Colleen, that's precisely how my friend's work ends up looking. I'll bet it's the method he uses, and though I'm sure it takes practice, he's gotten some very good effects with it.
