Noise Reduction for Video

Is there a program that I can use to reduce noise in video? I currently use VideoPad for editing video clips. I have a clip recorded outdoors of a marriage proposal that I boosted the audio to be able to hear the proposal. This also increased the noise level. Is there an inexpensive program out there that I could use to filter out the noise?

Audacity 1.3 Beta is a free download. It has a Noise reduction capability.

Another option may be to do a voice overlay (lip-sync). If the party is available and willing.

I Googled "remove noise from Voice" and there was a discussion using Adobe Audition to try to remove noise and music from a video. In that case they were not able to get a satisfactory result.
