Michelle Funk did something very similar in the Eagle Rays pst. viewtopic.php?f=15&t=4141&p=28206&hilit=eagle+rays#p28206
The trick is to unlock the X & Y scaling so that the X scaling can be reduced to 3 or 4 percent. After that it is a matter of keyframing the movement of the wands on the screen and increasing the X&Y scaling back so that they match. Otherwise your picture will be stretched/distorted.
The Eagle Rays template is quite large with several cool techniques. Take a look and I think you will be able to move ahead.
