Problem after installation of PSP

Hello,
I tried to install PSP on my new PC with Windows Vista running. The Version of PSP is 3.1 2018. When I try to edit slides or create a video, I get suspect windows instead of the the know windows, as you can see when you follow the links.

On my old PC running Windows XP Home I don't have this phenomen. The only thing is that a produced video (.wmv) has some interrupts instead of smooth transitions.
Please help ...
