Not sure about the stars but you could try searching google for Waterdrop.avi for the ripple effect

I think it depends upon what it looks like. Is there a link somewhere we can see it? Can you describe it bit?

Add it as a layer on top of another picture, and make it semi transparent using the opacity settings, as its a video, go to the video tab and slow it down or speed it up as required, you can also alter the slide time to suit as well.

Hi. That is a great water ripple clip. As another example of a way you can use it, you can get a 'halloween' title I made at the following address (I used Xara3d) and make a slide using the ripple. (I think you have to sign up to Vimeo to see the download link). Down the page a little is a link that says 'download this video'. Right click on that and save it to your computer.

http://www.vimeo.com/15260998

In Proshow Producer place the ripple clip as your top layer. Then right click on it and choose to make a duplicate
layer of that clip. And lastly add the halloween title (or other clip/image you have) as the last bottom layer. Next, right
click on the top ripple layer and choose to use it as a mask. The preview will show a cool looking watery title scene.
Have fun.

I have a link to the star and wand your looking for, but it's not free. Dave Fitzpatrick made a program called highlighter Pro that will do what you are looking for plus. The link is below.

I have used the waterdrop under a title and as a video backdrop to swimming pictures
