Wind style or filter

I need a style (or filter) that will allow me to make a windy landscape out of a stationery one. Does anyone have any ideas? I tried several things, and the only one so far that works is the wind feature in Photoshop.

Nancy, that's what I would probably use--the one in Photoshop.

Depending on exactly what you are doing, don't rule out the impact of some subtle wind noise attached to your image. You don't want it to sound like "the Perfect Storm", but some subtle wind effects can really help push the effect.
